Preheat oven to 375F. In a food processor, pulse rolled oats into oat flour. Then add all ingredients except chocolate chips and cane sugar. Pulse to combine. Gently add chocolate chips and lightly pulse or fold in. 2. Using a cookie scoop or other utensil, spoon 1/4 cup of mixture onto prepared baking sheet. Flatten cookies with a cross hatch pattern or simply press them down. Bake for 18 minutes. Remove from oven and sprinkle each cookie with a pinch of raw cane sugar. Bake for 5 more minutes or until golden brown. Allow to cool in pan for 5 minutes and then transfer to a wire rack. Enjoy!
